Repeat Offenders Charged for Burglary On October 17, 2013 at approximately 03:50 a.m., Spokane County Sheriff’s Deputies responded to a burglary alarm at KH Grocery Market, 21121 E. Wellesley Ave. Upon their arrival, they found a reported stolen Dodge Neon had been driven through the main electronic entry doors. The vehicle, now stuck on debris and the frame of the door, was left unattended and both the vehicle and business were severely damaged. Spokane County Sheriff’s Office Investigative Task Force (ITF) Detective Hansen investigated the incident. An in-store video surveillance camera captured the events showing a male and female running away from the scene. The persons in the video were positively identified as 10-time convicted felon, 36-year-old Scott M. Fraser, and 8-time convicted felon, 31-year-old Susanna M. Ozbat. On January 14, 2013, Detective Hansen arrested Ozbat and booked her in the Spokane County Jail for felony charges of Possession of a Stolen Vehicle, Burglary-2nd Degree, Malicious Mischief-1st Degree, and Possession of a Controlled Substance, Methamphetamine. Fraser is currently an inmate at the Spokane County Jail awaiting trial on felony charges from other incidents. Detective Hansen forwarded a charging request affidavit for Fraser to the Spokane County Prosecutors Office for the same charges.
