Representative of the day goes to Jadine Nolland! These are common sense bills! They are good for students! The first asks for a delay of the A-F so it can be done correctly. The rest help students graduate regardless of passing an EOI test. If a student goes to school, gets good grades, acts nice and is a member of a school society, they deserve a diploma! I dont care if they dont pass one test! HB2771, by Rep. Jadine Nollan, R-Sand Springs, requires the State Board of Education to initiate a request with the U.S. Department of Education to change or amend the Elementary and Secondary Education Act (ESEA) Flexibility Request for Oklahoma, approved in 2012, to delay and modify the portion of the state-based system of accountability based on the A-F School Grading system. It requires the board to ask for a minimum three year delay in using the A-F grading system as the measure of continuous school improvement for the state. It directs the board to submit the request no later than December 1, 2014, u unless otherwise delayed by rules or actions of the USDE. The bill also requires the board to readopt the Academic Performance Index (API) for use during the delay period. It states that upon approval of the amendments to the ESEA Flexibility Request, the board is to reevaluate the design, components, methodologies and formula used in the A-F grading system. It directs the board to hold public meetings, solicit comments and seek input from schools, technology education schools, higher education institutions and the public during the reevaluation process. It adds that if a teacher makes a recommendation for promotion and the parent or guardian agrees, the parent or guardian may file a petition for an appeal with the board of the education of the school district. It allows a student who has been denied a standard diploma to file a petition for appeal within 30 days after denial to the board of education of the school district. It requires the board to take action on the petition for appeal no later than forty45 days after receiving the petition. It states that all decisions made by a board of education regarding the eligibility of a student with an IEP to graduate with a standard diploma is final and nonappealable.
