Response from Fl DOT rep about the lingering traffic mess on Hwy 98. The issue with the traffic signal this morning has been resolved. When the eastbound traffic was shifted into Phase II the cycle timing was modified to provide additional “red” time to ensure traffic had cleared the intersection (due to the increased distance of the median). Superior Construction Company Southeast, LLC’s (Superior) signal subcontractor was on site the following morning during rush hour to modify the timings and provide the best service for the traffic. On September 4, 2014 Superior shifted the westbound traffic onto temporary pavement at the east end of the project to open the work front to perform the full depth reconstruction and tie-in of Ramp B (westbound off-ramp to Cody Ave). At the same time Superior had their signal subcontractor relocate the existing (temporary) traffic signal cabinet to the proposed north shoulder in preparation for the westbound Phase II Traffic shift (still several weeks away). The eastbound traffic did seem to back-up Friday morning and adjustments were made. We monitored the signal and on Tuesday the westbound left turn signal began the provide service to the turn lane at the beginning and end of the westbound SR30 cycle. The signal subcontractor adjusted the loop and timing adjustments were made. This morning the eastbound traffic was severely backed up. It was observed that the westbound left turn lane (providing service to the Soundside) was actuating prematurely and without vehicles. This shortened the eastbound traffic cycle each phase. After extensive trouble shooting it was discovered that the wire for the loops was connected to an unused detector and thus providing a constant recall. Additionally, the controller was having trouble reading the detectors. The controller was replaced and the loop wiring moved to the proper detector. Timing adjustments were made to the length of time for the westbound left turn and also an adjustment was made to only service the westbound left turn lane at the tail end of the westbound cycle (and only if a vehicle is detected). After the changes, adjustments, and replacement was made we monitored the signal and the cycles for well over an hour. All phases of the cycle functioned properly. We verified all loops were functioning 100% and that the intersection was fully actuated. The signalization subcontractor labeled each loop, detector, and wire and denoted the phase cycle for each. When the cabinet was closed, representatives from Superior, the signalization subcontractor and Stantec Consulting Group (Stantec)(CEI) again monitored the intersection for several cycles to ensure that the signal was fully functioning. The signalization subcontractor will also be on-site tomorrow morning for the entire rush hour to monitor and make any necessary fine tune adjustments so that the eastbound lanes (all lanes) are serviced as efficiently as possible. Additionally, in the future anytime the traffic signal is modified, adjusted, moved, etc. representatives from the contractor, the signalization subcontractor, and the CEI will monitor the signal for several cycles prior to leaving to ensure that the signal is functioning 100%. The signalization subcontractor will also be on-site the following morning during the entire rush hour to monitor and make any fine tuning adjustments necessary.
