People are working to implement changes, which means that there is an active effort to follow the recommendations of CEDAW. Its slow, but we cant expect drastic changes to happen overnight. The problem of that site is that they put the case of Kat Alano side by side with the complaint of Kat Alano leaving us with the impression that the petition was designed because Kat Alano is a victim and her assailant has gone scot free for almost a decade. Many changes have been made and implemented since the time of then Senator Nikki Coseteng, who authored the expanded rape law, where the meeting touching of the male penis on the labia of the female vagina if by force is already rape. Even the using of a blunt instrument (a finger inserted) is classified as Rape. From a Crime against Chastity it is now a Crime against Persons, simply because any woman,no matter who and what she is can get raped. The phrase average Filipino male sized penis in erection, has also been scrapped as being discriminating. I am certain that there is no one, not even Rodolfo Chionglo would condone a rapists deed. If you FORCE a woman to have carnal knowledge with you that is rape. Maybe it should be better if they propose this petition independently and not side by side with the narration of Ms Kat Alano and I am sure that all the over 1000,000 members of this site would go out and support them.
