Ronald Reagan started this whole mess with an executive order to authorize mass-scale spying on innocent Americans. Section 309 of the Intelligence Authorization Act of 2015 imposes some limitations on Reagans Big Brother authorization. Unfortunately, language slipped in at the last minute explicitly allows nearly everything the NSA is doing now, turning most of Reagans Executive Order into law. The language of Section 309 was copied from the Senate version, which was pushed by Mike Rogers and Dianne Feinstein. What it means is that all of your communications (including the voice content of your phone calls and all your Internet activity) will be stored for five years by the Feds and transferred to local police departments without a warrant.
