Rules sub-committee meeting 11/16/2004 Cara Cowan Watts nominates and endorses her friend Randy Baldridge to be on the Election Commission She stated Randy Baldridge is the County Commissioner of Rogers County, therefore he is accustomed to tough situations where he maintains the letter of the law and he has extensive experience with elections around Rogers County and how that law and processes works in maintaining election integrity. Election Commission Resumes: Chair Frailey stated there are several resumes to consider and a few of the nominees are present to answer questions. Randy Baldridge Council member Cowan spoke on his behalf. Councilman Cowan stated until last night she did not understand that the election commission resumes would be reviewed at this meeting. She understood and informed Mr. Baldridge that the resumes would be reviewed at the Thursday, Rules meeting; therefore he was not able to make it. She did not have her agenda until yesterday. She stated Randy Baldridge is the County Commissioner of Rogers County, therefore he is accustomed to tough situations where he maintains the letter of the law and he has extensive experience with elections around Rogers County and how that law and processes works in maintaining election integrity. Councilman Martin stated the election commission requires a lot of time and with Randy Baldridge being a county commissioner would he be able to have the time needed to devote to this responsibility. Council member Cowan stated he is aware that this responsibility can take up an extensive amount of time especially in the next election year due to any type of cases or hearings. His only obligation is actually once a month for Rogers County. He has other obligations that he chooses to be a part of but he is sure he could shuffle his schedule to do this. Councilman Baker stated one observation is that they may need to be real careful about putting an elected official on the Cherokee election commission. The appearance of impropriety could be a major problem. Council member Cowan stated he did not participate in her campaign nor did she participate in his campaign. She felt there would be advantages to him being an elected official. Councilman Baker stated he also participates in Council member Cowans road money. Council member Cowan stated she had not thought about the roads money and with that in mind she would like to withdraw this candidate.
