SHEILA DIXIT KI MANOHAR KAHANIYAN - PART IV According to CAG report, there is an unholy nexus between DIMTS, a private company and the Dept. Of Transport, Delhi Govt. In the report of 2011 too, GAG had indicted them on similar lines. Undue benefits to DIMTS include awarding work to the company on nomination basis in utter violation of norms. The dept. do not monitor work done by it and release funds without verifying claims of work completed. In fact, the independent technical cell that was meant to monitor and examine each project, was nefariously dissolved. Projects included AVLS (Automatic Vehicle Tracking & Location System), implementation of automatic fare collection system, managing fare collection personnel, related services and cluster scheme. DOT awarded BRT project to DIMTS at a higher rate than PWD’s without approval of finance committee. Transport Dept. implemented cluster scheme without well-thought-out plan and consent of Finance Dept. Spending under different heads not related to schemes. DOT did not monitor credit receipts from concessionaires to Govt. accounts. No physical inspection of projects was carried out. Only financial inspection was carried out on paper. Awarding of work for Third Party Technical Inspection (TPTI) to M/s ESP, based on nomination, was irregular. Fitness Certificates issued for vehicles potentially unreliable. DOT spent huge sums on remote sensing devices though technology is not proven yet. Agency set-up to modernize ISBT, DTIDC not functioning even two years after formation. As some of the directors are common, issues of conflict of interests have been ignored. Huge amount of taxpayers precious funds have been siphoned of and gone down the drain.
