**********SHOWDOWN OF IDEAS*************************** The SCOTTSDALE DEMOCRATIC LUNCHEON CLUB will host a Panel Debate-Discussion--SHOWDOWN OF IDEAS-- on the Scottsdale Bond Issue with participants WAYNE ECTON and JOHN WASHINGTON tomorrow, Saturday, October 26th, at 2:00 PM at DENNYS at Scottsdale and Osborn Roads. MR. ECTON will be speaking for the bond; while MR. WASHINGTON will be speaking against the bond. The bond is up for a vote on November 5th. (Merriam-Websters Collegiate Dictionary defines SHOWDOWN as the placing of poker hands faceup on the table to determine the winner of a pot. I will be the moderator for the debate-discussion. Then, after the debate-discussion, there will be a question and answer period. Debate-Discussion Format and Procedures 1. Coin toss. Whichever debate-discussant wins gets to decide whether to speak first or second. (Whoever goes first at the beginning will go second at the end.) 2. First speaker summarizes his position. (3 minutes) 3. Second speaker summarizes his position. (3 minutes) 4. First speaker responds to points raised by second speaker (5 minutes) 5. Second speaker responds to points raised by first speaker. (5 minutes) 6. Moderator brings forward first audience member question and asks it of first speaker. (Audience members will submit written questions to moderator who will screen them.) 7. First speaker responds (not more than 3 minutes.) 8. Second speaker responds (not more than 3 minutes.) 9. Moderator brings forward second audience member question and asks it of second speaker. 10. Second speaker responds (not more than 3 minutes.) 11. First speaker responds (not more than 3 minutes.) 12. Second speaker gives wrap up statement (not more than 3 minutes.) 13. First speaker gives wrap up statement (not more than 3 minutes.) 14. Moderator then recognizes audience members individually who have questions to be asked of the two debate-discussants. Moderator will allow the questioner him or herself to ask the question of the debate-discussants (audience participation). This procedure will go on for several questions, then the moderator will end the debate-discussion. (10-15 minutes.) Please note that step 14 above allows for direct audience participation. The audience member must be recognized by the moderator first, however, before asking her or his question. I hope these rules will give a helpful structure to the debate-discussion in which I know there are strong feelings for each position. Although by the 26th a lot of voters will have already mailed in their ballots, I think the discussion will still be very topical because the subject of Whats to be done if the bond passes? or Whats to be done if the bond doesnt pass? are still important questions to talk about. Moreover, the future of our great city is always a worthwhile topic for discussion, as Im not sure everyone always understands the issues that are in the balance, including myself. So any opportunity, such as at our luncheon, for leaders to clarify and citizens to talk about such issues is most welcome from my perspective. Please note that DENNYS requires each person attending to purchase a meal or significant dessert.
