The 10 companies had to put up public apologies for 30 days for the advertisements — which appeared between May and August this year — and were barred from hiring new foreigners for six months, said the ministry. Five of these were employment agencies which were not instructed by their clients to include the discriminatory job requirements. The public apologies were published on job portals and the company websites — where applicable — or Facebook pages. In March this year, Expedia Singapore and Incofood Singapore became the first two rapped by the MOM for discriminatory job advertisements. Similarly, they were made to post public apologies. The MOM said the tripartite guidelines state that employers must ensure specific attributes which may be viewed as discriminatory must be requirements of the job, and the reason must be detailed in the advertisement. “The 10 companies could not provide valid justifications for restricting their recruitment to exclusive groups,” said the ministry. Winshire Education Centre, for instance, had advertised for the position of a full-time teacher, indicating “Preferably Malaysians with teaching experience” as a requirement. Another, Accredit HR Consultancy, had posted a job advertisement for an assistant store manager position, indicating “Filipinos welcomed”. And PSC Biotech had advertised for a human resource manager and a validation engineer, indicating Permanent Residents or Employment/Dependant’s Pass holders as requirements. The other firms penalised are: Dr.Ci:Labo; Modern Pak; Global Citizen Forum; Youbook; Stafflink Services; Sky Asia Consulting; and Zingmi. The MOM pointed out that words or phrases that exclude Singaporeans or indicate preference for non-Singaporeans and those that exclude or indicate a preference for a certain age group or gender should not be used in job advertisements. “MOM expects all employers doing business in Singapore to comply with the Tripartite Guidelines on Fair Employment Practices, and put in place fair employment practices. MOM views non-compliance with the tripartite guidelines seriously, and strongly urges companies and employment agencies acting on their behalf to familiarise themselves with the tripartite guidelines,” it said. On Monday, firms learnt that they will have to list job openings on a new job bank for 14 days, starting next August, as a precondition for Employment Pass applications. The new rule — applicable to jobs paying up to S$12,000 — is aimed at ensuring Singaporeans are fairly considered for jobs following complaints in recent years from local professionals that employers unfairly favoured skilled foreigners for vacancies.
