SORRY MR. PRESIDENT I saw the live report of the Mayor of Guiuan... at the first warning of the President, the mayor did not heed on what the PNoy said, because they were used to storm surge.... when PNoy AGAIN REITERATE his warning... the Mayor of Guiuan was alarmed and finally heeded on PNoys call... he organized his people and all of the 87 barangays under him.... he forced evacuated morethan 13,000 guiuanons whom they identified living in danger zone.... he specifically asked the city engineers to identify strong and stable structures that would sustain a 280km wind surge.... The storm came... 100% of Guiuan was destroyed, the 400 years old Inmaculada Concepcion Parish collapsed... all govt and private buildings where damaged.... the evacuation places were also damage roofs taken by the storm but the walls are sturdy enough to protect the people... With the damage Guiuan sustained only 99 people perished... yes 99 is a lot... but if the Mayor did not heed PNoys call thousands of people would have been dead... Tacloban did not heed the Presidents call... hence he got mad and flared up in his first media conference... the storm surge was strongest at the first land fall in Guiuan.... but because of their preemptive evacuation few people died... I apologized I even cursed the president on his uncalled for demeanor... now I understand why... Tacloban cannot prevent the damage done by Yolanda on the city... but it could have minimized the lost of life like what Guiuan did... YOu were right Mr. President na di ka dapat magalit... leasson learned... but I now understand why... I am sorry for not understanding and seek to understand your side.
