The grant of above financial upgradation is further subject to the following conditions: On grant of financial upgradation under the MACPS, there shall be no change in the designation, classification or higher status. It is purely placement on personal basis in the immediate higher grade and shall have no relevance to his/her seniority position. As such, there shall be no additional financial upgradation for the senior employee on the ground that the junior employee in the grade has got higher Pay/Grade pay under the MACPS.Officials holding higher posts purely on ad-hoc basis shall also be granted financial upgradation under MACPS and shall be allowed the benefit of financial upgradation on reversion to the lower post or if it is beneficial vis-a-vis the pay drawn on ad-hoc basis. Officials granted financial upgradation under MACPS shall have an option under FR 22(1) a (10 to get his/her pay fixed in the higher Post/Grade Pay either from the date of his/her promotion / upgradation or from the date of his/her next increment i.e. 1st July of the year. (iv) Pay drawn in the pay band and the Grade Pay allowed under the MACPS shall be taken on the basis for determining benefits in respect of the retiring employee. (v)Employees on deputation need not revert to the parent department for availing the benefit of financial upgradation under the MACPS. They may exercise a fresh option to draw the pay in the pay band and the Grade Pay of the post held by them or the pay plus Grade Pay admissible under the MACPS, whichever is beneficial. The financial benefits under MACP Scheme shall be granted from the date of completion of the eligibility period prescribed under the Scheme or from the date the Scheme became effective, i.e. 1.09.2008, whichever is later. Benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the Grade Pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher Grade Pay than what is available under MACPS, no pay fixation would be available and only difference of Grade Pay would be made available. (viii) The pay fixation on account of above financial upgradation under MACPS is subject to rectifying the discrepancies found in the earlier pay fixation done on implementation of the 6th CPC, review of grant of earlier ACP Scheme and stepping up of pay, etc., wherever found at a later stage. Further, the financial upgradation under MACPS is subject to audit verification and if any discrepancy found at a later stage by the audit the same will be liable to be rectified without any prejudice to anyone. An undertaking may be obtained from all the above Coaches that overpayment, if any, is made due to wrong grant of MACP he/she will refund the amount overpaid to him/her immediately.
