STATEMENT BY MEC ISMAIL VADI AT THE SIGNING OF THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE GAUTENG DEPARTMENT OF ROADS AND TRANSPORT AND THE SOUTH AFRICAN INSURANCE CRIME BUREAU ON 29 APRIL 2014, JOHANNESBURG. The Gauteng Department of Roads and Transport and the South African Insurance Crime Bureau (SAICB) have identified the need to investigate the incidence of fraud and corruption both in the motor vehicle registration, driver licence testing and vehicle road worthiness testing environment, and the wider motor vehicle insurance industry. We are extremely pleased that the Memorandum of Understanding (MOU) we are signing today will result in a formal partnership between our Department and the SAICB aimed at reducing and combating fraud and corruption at the Driver Learner Testing Centres (DLTCs), privately-owned Vehicle Testing Services (VTSs) and Registration Authorities (RAs). It will formally strengthen the co-operation and co-ordination between the Department and the SAICB. The SAICB has established itself as a potent, effective and valuable instrument in the fight against insurance crime. It has brought closer together Business Against Crime (BAC) and the South African Insurance Association (SAIA) in the broader fight against commercial crime, particularly as it relates to the motor vehicle industry. Whilst government and business continue to optimise their individual efforts to counter crime in general, it is clear that this is not sufficient to deal with the problem adequately. The criminal threats posed to both government and the private sector require an increased level of commitment and co-ordination between the public and private sectors. Today, we witness our determination to give tangible meaning to that commitment to fight crime and corruption together. Our partnership is aimed at achieving the following: • Sharing of information that relates to vehicle fraud, crime and corruption across the Department, the insurance industry and other crime prevention agencies to enable the increased detection, prosecution and conviction rate of criminals operating in the motor vehicle sector. • Increasing capacity and skills transfer in the Department and the SAICB on forensic investigations to detect fraudulent transactions. • Developing greater synergies between the Department and SAICB to reduce the risk of vehicle cloning and the resultant bogus registration of such vehicles. • Combining the capacity of both parties to ensure that greater integrity prevails throughout the vehicle registration value chain. • Lastly, delivering on the needs of clients who use the services of both the Department and the private sector with greater efficiency and customer focused outcomes. This agreement signifies our commitment to service delivery through a partnership between government and the private sector aimed at curbing crime in our province. We look forward to embrace this win-win recipe to improve the level of services to Gauteng residents and to combating fraud, crime and corruption within our institutions and in society in general.
