STATUS OF CADC FUND: As reported by the CADC Planning & Finance Department the total allocation of CADC Fund under plan is Rs. 10.39 crores, out of which 84.30 lakhs is earmarked for non salary head. But the total requirements of salary to its staffs is 16.016 crores. Total shortfall/deficit is 6.479 crores for the year 2014-15. But due to frequent pursuance by the CEM, the State Govt had to allocate for another 3.07 crores as additional. So, the total deficit comes to 3.399 crores now. Total allocation under non-plan fund for CADC is 35.10 crores, out of which 50.00 lakh is earmarked for non-salary head. Total requirements of salary is 42.1249 crores. The shortfall is 7.5249 crores. Inspite of such shortfall, the CADC, under the leadership of Buddha Lila (CEM), could clear up all the dues of Arears to staffs, whereas the Lai & Mara could not pay arrears till now. The CEM is now in Aizawl and submitted all the details to the State Govt & pursuing by all his capacity to clear all the shortfalls. Hopefully, he will have no time to hoist National Flag on the eve of Republic Day. Because, he will have to attend Planning meeting to be held on 27th § 28th of this month. Now, the interesting fact is that the State Govt is having more than 800 crores shortfall in one hand and on the other, CADC needs 10.5949 crores to pay salary upto March. A small begger begs from a big begger Lets hope for the best. Actually, the main problems in Council is there is no specific ratio of fund distribution. It is the State Govt. who decides fund allocation. This is one of the factors of demanding Direct Funding by the Council. The Councils demands to allocate funds directly by the Centre to them not by the State. It learnt that as per the concerned Ministry, the plan budget of the Councils will start from Rs. 200.00 crores instead of 10.39 crores. So, my dear fb users, just think what kinds of Developmentall activities can CADC do if the Sixth Schedule and Direct funding provision is amended.
