Safety surveillance of airlines is an ICAO Standard and already implemented for many years in several other countries. As of 26 May 2014, The European Aviation Safety Agency (EASA) has centralized the permitting process thereby replacing various schemes of the 32 EASA Member States currently in place. A single authorization will now be issued centrally by EASA under the new Implementing Rule (Part-TCO) Third Country Operators,TCO are defined as non-EU commercial air transportation operators operating into, within or out of any of the following territories (Note the Caribbean locations) • The 28 Member States of the European Union • The 4 EFTA States (Iceland, Liechtenstein, Norway and Switzerland) • The following territories in which Regulation (EC) No 216/2008 , the so called “Basic Regulation” applies: Gibraltar, Åland Islands, Azores, Madeira, Canary Islands, Guadeloupe, French Guiana, Martinique, Réunion, Saint-Martin, Mayotte This new Implementing Rule (Part-TCO) went into effect with a 30-month transition period. However, operators must submit to EASA an application for TCO authorization within the first six (6) months of the applicability date. This period ends on 25 November 2014.
