Sam Marcelo, as a nod to your reference to Sun Tzu, permit me to follow in the same vein. The general wrote that The supreme art of war is to subdue the enemy without fighting. If we are to retreat to the littorals because we TEMPORARILY lack the ability to conduct operations in open water, are we not allowing ourselves to be subdued without lifting a finger in our defense, and essentially surrendering the EEZ? Would such a stance not run contrary to another Sun Tzu teaching: Appear weak when you are strong, and strong when you are weak?
