La gestion des finances de Ro-drigues par le politicien res-ponsable des finances est sé-vèrement critiquée par le Di-recteur de l’Audit. Plus de 14 Millions de roupies ont été bloqué dans ce fond contrairement à des procédures de gestion des finances. Le Directeur de l’Audit dira qu’un tel pratique est considérée comme un abus et peut en-trainer des graves conséquences sur le plan de ges-tion des finances. Lire l’extrait du rapport ci-dessus :- Rodrigues ConsolidatedFund (RCF) - Rs 14,805,181 The Rodrigues Consolidated Fund (RCF) was established under Section 75D (b) of the Constitution and Section 42 of the RRA Act 2001 mentions the revenue that are to be credited to the Fund, namely money appropriat-ed by the National Assembly and all revenue of the RRA. Expenditure as authorised by the National Assembly and the Regional Assembly is met from this Fund. There was a credit balance of Rs 13,940,916 as of 1 January 2012 in the Fund. During the year 2012, an amount of Rs 12,436,833wastransferredfrom the RCF to two deposit ac-counts namely, “Temporary Closing of Octopus Fishing” – Rs 9,407,500 and “Winding up of Rodrigues Water Co. Ltd” - Rs 3,029,333 respective-ly, to meet expenditure not provided in the Estimates. It was noted that Expenditure totalling Rs 9,380,575was made for the payment of closed season octopus allowance. The Rodrigues Regional Assembly (Octopus Closed Season) Regulations 2012 came into effect on 7 July 2012 to man-age octopus fishery. Expenditure of Rs 3,029,333relating to operating expenses, compensation to employees and encashment of leaves not taken were made to Rodrigues Water Co. Ltd in connection with its winding up. Both expenses are off-budget items which have not received the approval of the Regional Assembly. Such prac-tice may lead to abuse in the use of surplus fund. As at end of the fiscal year 2012, a
