Sata’s first cabinet appointment included an embarrassing over-nomination which was caused by the need to accommodate Willie Nsanda. That turned out to be an appetiser to things to come, such as senseless reshuffles, dismissals and ministry realignments. People had confidence in the reputation of Sata as a man of action but he just never applied himself or live up to his reputation. Minsters appeared to be functioning without direction, frequently contradicting themselves on several policy issues. Some ministers’ skill set never suited their portfolios whilst other minister kept switching portfolios. Almost all ministries underperformed, some because they were overloaded like the Ministry of Transport and Communication, Works and Supply and others out of ineptness. Foreign Affairs never hosted a Head of State, Agriculture kept issuing apologies for non-payment of farmers, Finance lost it on the monetary policy, Health was hijacked by the first lady and the handling of nurses was pathetic, Information kept releasing falsehoods, Tourism kept dissolving ZAWA boards, Home Affairs kept blocking rallies and deporting priests and until eventually the president went public and said that his MPs were useless. Some qualified or experienced minster got fired based on political innuendos. Some portfolio had as many as three deputy ministers. This was probably the worst cabinet in the history of Zambia not only because of the individuals involved but largely because of how they conducted business. This cabinet was a collection of misfits and still is. Edgar Lungu is indebted to the same cabinet who have propelled him to his current position as PF candidate. Can Zambians expect anything better from this cabinet under Lungu who won’t command as much respect as Sata did? Is Lungu hard-nosed enough to make radical changes? Does PF have alternative personnel to replace this cabinet which has clearly underperformed? Judge for yourselves people, a leader can only be as good as his team. By Richard W.
