Satellite image of Typhoon Labuyo as of 9:32 p.m. Sunday, August 11, 2013 (Source: Pagasa) With its direction and strength, Pagasa raised public storm warning signal number 3 in Cagayan, Isabela, Aurora, Pollillo Island, Nueva Ecija, Nueva Vizcaya, Benguet, Quirino, Abra, Ifugao, Mt. Province, Kalinga, Apayao, Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. These areas should brace for winds with speed of 101 to 185 kph within the next 18 hours, said Pagasa. Winds of this speed can topple trees, some roofs and tricycles. Under storm signal number 2 were the provinces of Northern Quezon, Rizal, Bulacan, Pampanga, Tarlac, Zambales, Calayan, and Babuyan Group of Islands. Public signal number 1, meanwhile, was hoisted over Batanes, Bataan, Cavite, Batangas, Laguna, rest of Quezon, Camarines Norte, Camarines Sur, Catanduanes, and Metro Manila. The Department of Education (DepEd) already announced suspension of classes Monday in some areas affected by the typhoon. As of 10 p.m. Sunday, classes in all levels in Laguna, Pateros, Quezon City, San Juan, and San Mateo, Rizal will be suspended Monday, August 12, DepEd said through Twitter. Classes from pre-school to high school, both public and private, will also be suspended in Angono, Cainta and Tanay in the province of Rizal, Caloocan, Cavite, Las Piñas, Makati, Mandaluyong, Muntinlupa, Parañaque, Pasay, and Pasig. In Navotas, classes from pre-school to high school (public schools only) were also cancelled due to Labuyo. Malabon, Manila, Tagaytay, and Taguig also announced cancellation of classes for Monday in pre-school and elementary schools (both public and private), DepEd said. There will also be no classes Monday from pre-school to high school level in Bulacan province. It is also expected to enhance the southwest monsoon, which will bring moderate to occasionally heavy rains over Southern Luzon and Western Visayas. The weather bureau warned residents in low lying and mountainous areas under signal numbers 3, 2 and 1 against possible flashfloods and landslides. Those living in coastal areas under signal numbers 3 and 2 were also alerted against storm surges. Pagasa said earlier that Labuyo may make landfall Monday morning, between 5 a.m. and 7 a.m., in the province of Aurora.
