Losing bidder in ‘overpriced’ Makati building denies participating in bidding By AMITA O. LEGASPI, GMA News September 25, 2014 1:29pm A supposed losing bidder in the construction of the Makati City Hall Building II on Thursday denied participating in the bidding for the allegedly overpriced project, bolstering suspicion that the rigging for the controversial building was rigged. Alejandro Tengco, chief operating officer of JBros Construction Corporation, said they never submitted any document to join the bidding for any project by the Makati city government. “Neither have I nor JBros ever given any form of consent to any person or entity to use the firm’s name or our qualification in any manner so as to participate in the conduct of any public biddings undertaken by Makati in its infrastructure project,” he told the Senate blue ribbon sub-committee. Noting Tengcos statement, Senate Majority Leader Alan Peter Cayetano said this could bolster earlier accusations that the bidding for the Makati City Hall Building II project was rigged to favor certain contractors. Engineer Mario Hechanova, who claimed to have received allowances from Vice President Jejomar Binay to rig Makati projects, earlier said JBros was the second lowest bidder for the Makati City Hall Building II project, the lowest being Hilmarc’s Construction Corporation. Hechanova is the former head of the Makati city governments general services department. Binay, a former Makati mayor, and his son, incumbent Mayor Junjun Binay, as well as 21 others, have been named respondents in a graft and plunder complaint in connection with the supposed anomaly in the Makati City Hall Building II project. Tengco said during Thursdays hearing that he was not aware that they were the number 2 lowest bidder as they did not participate in the bidding. Hechanova also said JBros was among the bidders for the Makati City Science High School project — a claim also denied by Tengco. “Hindi po kami nakasali pa sa bidding sa city government of Makati. Nag-submit kami ng letter at company profile as part of marketing strategy pero hindi kami nakasali sa biddings,” said Tengco. Hechanova said perhaps Tengco was just unaware of his companys participation in the biddings. Hechanova said he was the one who prepared the bidding documents and sent it to Hilmarc’s for signatures. “Kami ang nag-prepare ng bidding documents ng dalawang kumpanya. Pag napapirmahan ng Hilmarc’s ibabalik sa amin at kami na ang magse-seal para sa bidding,” he said. Hilmarc’s respresentative in the hearing, lawyer Rogelio Peig, the company’s assistant vice president for legal affairs, denied the allegations. “We bid on the projects based on the law,” he said. —KBK, GMA News
