Leadership in Early Childhood Development and Education Manchester University (MA) & MOSCOW SCHOOL OF SOCIAL AND ECONOMIC SCIENCES (Diploma) Commencing on October 14, 2013 Limited Call for Partial Scholarships for Candidates from Outside Russia Description of the MA Program The Open Society Foundation Early Childhood Program (ECP) is cooperating with the Moscow School of Social and Economic Sciences (MSSES) and Manchester University to develop and implement a new part-time, post-graduate course in Leadership in Early Childhood Development and Education. The program aims to provide policy makers and existing or potential leaders in the field of Early Childhood Development (ECD) from Russia and neighboring countries (Central Asia, the Caucuses etc.) with the knowledge and skills to design effective ECD policies and to develop, implement and evaluate services. In addition, participants will gain an understanding of current ECD research and will develop basic research skills needed to obtain and utilize evidence for informed decision-making. The courses will be delivered by leading Russian and international professors through five two-week sessions spread over 18 months at the MSSES campus in Moscow, starting October 14, 2013. Teaching and learning will take place primarily in Russian language, though students will be required to complete some limited readings in English. Successful graduates will receive both a diploma of vocational retraining with a specialty in "Management in Education" from the Moscow School of Social and Economic Sciences (accredited in Russia), as well as a Masters of Education (M.Ed) in Leadership in Early Childhood Education and Development from the University of Manchester in the UK. More information about the program can be found in the attached three-page summary or on the web-page of MSSES (msses.ru). The program is now recruiting the second cohort of 30 students. Limited Call for Partial Scholarships for Candidates from Outside Russia The OSF’s Early Childhood Program (ECP) is offering a limited number of scholarships (5-8) to cover tuition and partial costs of travel/expenses for participants from outside of Russia. Total costs for the full program are 210,000 rubles tuition, plus travel and lodging in Moscow during the five sessions, estimated at $7,000 ($3500 for 5 airline tickets and $3500 for lodging). The ECP will cover all tuition costs for 5-8 students and up to $5,000 of travel and lodging expenses for four students. Note: eligibility for the scholarships is limited to candidates who have a direct impact through their work on programs or policies for young children (0-8) in their country. Application Process Interested individuals complete and submit the OSF ECP scholarship application form (1 per individual, attached) by August 20th, 2013. Candidates shortlisted by MSSES and the ECP in August will complete the next step of the MSSES application process in September, which involves 2 online tests: an English test focusing on basic reading skills and a 1 hour timed test, which requires applicants to write an essay (in Russian) on an ECD topic selected from a list of topics. The MSSES test process will be completed by September 10th 2013. Final candidates will be selected jointly by MSSES and ECP by the 20th September. In the last weeks of September, successful candidates will need to complete necessary enrolment paperwork required by MSSES.
