"....Second, teacher experience and expertise are not equally distributed across schools." --- That was the only reference, albeit indirect, to systemic racial discrimination that is driven by laws and public policy. Urban schools serving students of color typically have a high concentration of teachers who are fired and replaced before finishing a multi-year probationary period, which is 3 years in MN. Why not retain most new teachers, as happens in affluent, nearly all white school districts? Students of color are heavily concentrated in watered-down curriculum tracks. Why not eliminate watered-down curriculum tracks? The "school reformers" exploit discontent with inequality in the public school system to promote their agenda, but are content to perpetuate the inequality. Teachers and others who want to defend public education and fight corporate-style reforms and charter-ization of the public schools must also agitate for steps to end systemic racial discrimination, in order to make a quality public education available to all on an equal basis.
