Call the hotline toll free number: 0800 003 056 or email Transnet@tip-offs Operating Division : Transnet NPA Position Title : Security Systems Operator Employee Group : Permanent Department : Security Systems Section 2, PTH Location : Port Elizabeth Reporting To : Security Systems Supervisor Grade Level : J2 Reference Number : 10153544 Position Purpose : To man the Control Room, operate the camera part of the surveillance system, do visual monitoring of all areas under camera surveillance, handle events and incidents according to System Operational Procedures, report all systems technical faults to the Supervisor, observe and assist on the Main Access Control Points (Main Gates) to ensure smooth movement in and out, fill in the Systems Performance Book and ensure that access problems at the main gate are resolved for the protection/safeguarding of the Port’s physical, intellectual and human assets, on both land and water , against theft, harm/danger, losses or damages and acts of terrorism and criminal activities such as attacks, sabotage and hijackers in compliance with the maritime transport security requirements as covered in the International Ship and Port Security (ISPS) code. Position outputs : Manning the Control Room, operating the system and visual monitoring, recording/capturing and handle events and incidents raised by the system according to the Systems Standing Operational Procedures, maintain call-out and feedback register and implement call-out procedures as well as record requests for additional security measures as identified by a Declaration of Security (DOS). Observing, monitoring and control of access control and detection systems and assisting with the Main Access Control Points, exercise limited authority/access with regard to access control systems (overriding security systems), monitor and initiate corrective measures with regard to use of access/egress control systems, and ensure that access and egress problems at the access points are resolved for the protection/safeguarding of the Ports physical, intellectual and human assets Inspect and monitor the operational functionality of security systems, reporting of fault components and malfunctioning of the systems, report any malfunctioning part of the system that has been noticed to the Supervisor and fill in the Systems Performance Book, maintain key control register and implement key control procedures. Record security breaches, incidents and information relating to cargo vehicles leaving and entering the Port, analyse recorded and stored information, direct/provide information to Port users/ visitors/seamen regarding restricted areas and other Port regulations or procedures, recording/capturing of all security incidents and maintain feedback register on all security incidents, safekeeping/storage of recorded information as prescribed in the MISS Document, and compile operator reports. Keep up a maintenance register to include testing and calibration of security equipment; condition and status of lighting and power supplies; condition and status of locks to restricted areas, safes and strong rooms, and condition and status of (perimeter, facility and restricted areas) fencing, ensure emergency procedure details are up to date and relevant as well as the protection of the quayside and waterside area adjacent to the vessel. Co-ordinate the deployment of security personnel at the scene of an incident and the implementation of instructions from Security Management Team, co-ordinate communication/response of various security units from control room centre and operations amongst static and mobile security units, testing and maintenance of effective communication between control room and all security posts, response units and Supervisors, both on land and water, relay information regarding change in security situation to other Port Facility Security Control Rooms and co-ordinate surveillance activities of Port Facilities. Liaise with Emergency/Law Enforcement Agencies control rooms during security incidents, particularly the SAPS-PSS-POE and/or SA Navy to monitor waterside security, communicate with the patrollers and police and direct them to the scene of an event or incident, assist in the regulation of traffic and crowd control and prohibit unauthorised activities such as photographing, fishing, etc. in the Port through liaison with law enforcement agencies. Monitor the inspections of duty security supervisor, the movement of hazardous cargo, rail and abnormal vehicle movements, and the implementation of security recommendations to improve security measures Provide back-up/assistance to mobile or stationary security officers in the execution of their duties, preserve, extract, prepare and present evidence acquired through monitoring systems for the purpose of internal and external hearings, and ensure that all occupational hygiene facilities provided are adequate and maintained in a clean and tidy state at all times.
