Seen on top of that mountain is (what used to be) the retirement residence of the mother of the emperor. Maybe the access to it is the Seventeen Arch Bridge? Or a boat ride across the lake? The emperors mother must have been pampered by him. :) Tourists can take boat rides around or across the lake. One popular boat is the Dragon Boat (see photo below) Picture-picture only kami. I think it would take an hour or so to complete one boat ride.
