Sen. Tom Coburns career is known more for what he has stopped or resisted than what he has put through. Early on, he became Dr. No, the guy who vigorously questioned almost everything that involved spending money, and who, by his own admission, has been a pain in the rear. And yet, Coburns decision to leave the Senate at the end of this year, two years before his term expires, was met with expressions of respect and sometimes even regret in Washington.
