Senator Amy Klobuchar and Representative Erik Paulsen have put forth national legislation to mirror Safe Harbor laws from Minnesota, not by making a national Safe Harbor law but offering federal financial incentives for states to implement their own. They feel the bill is important in removing the fear of criminalization and Jon Choi, a Ramsey County prosecutor, says that in Minnesota creating trustful and meaningful relationships with trafficked girls has made a difference. Paulsen also introduced a bill to require foster homes to warn law enforcement when children go missing, and both bills are likely to pass.
