Senator Ferdinand “Bongbong” Marcos Jr.” has urged Malacanang and the Bangsamoro Transition Commission to soon submit to Congress the draft law on Bangsamoro. This will ensure they are able to meet the 2015-deadline set by the Commmission on Election for the holding of a plebiscite in Mindanao areas that will be covered by the Bangsamoro. “The Comelec has explained there is a deadline beyond which they cannot, or would be very difficult to hold a plebiscite because they are already preparing for the 2016 elections,” said Marcos. Congress is working on a tight deadline on the passage of the Bangsamoro law with the timetable set by the poll body. “That’s going to be part of the implementation of the law,” said Marcos, chair of the senate committee on local government. He also cited the Comelec’s statement that it would be very hard for them to adjust its deadline for the plebiscite due to preparations for the May 2016 elections. He said the Comelec is also preparing for the Sangguniang Kabataan election, which was scheduled to be held on October 28 but was postponed by Malacanang. The Comelec plans to hold it between October 28, 2014 and February 23, 2015. Comelec said it needed to finish the SK election before the end of February next year in order for the body to prepare for the next elections by March and April. “So, it’s the same factors in Bangsamoro. I’m quite confident that when we come back, that there would already be a basic law, an organic law,” said Marcos. In the meantime, he related that have already started in the committee, studying the annexes “because that’s all we have.” He said the passage of the Bangsamoro that is being supported both by the government and the Moro Islamic Liberation Front would be hastened. But since many issues about it are being raised, they have to hear all sides. He expressed hope that by the time Senate and the House resume session, the draft Bangsamoro Law will already be there. “I think it will not be as contentious in the Senate as it is already in the House.
