HINDI TRANSLATE 30 सितंबर, 2013 को पटना के गांधी मैदान में राज्य भर के मुखिया जुटे थे. मौका था ‘पंचायत अधिकार रैली’ का. प्रदेश मुखिया महासंघ ने कहा कि ‘जो देगा पंचायतों को अधिकार, वही चलायेगा सरकार.’ रैली में पंचायत आंदोलन को राष्ट्रव्यापी बनाने का संकल्प लिया गया. प्रदेश मुखिया महासंघ, बिहार के मीडिया प्रभारी डॉ कामेश्वर गुप्ता ने अंतिम आदमी का सम्मान करते हुए रैली का शुभारंभ किया. पंचायत अधिकार रैली का संचालन प्रदेश महासचिव उमेश महतो ने किया. पूर्व सांसद डॉ रामजी सिंह ने आंदोलन को अपना आशीर्वाद दिया. रैली को उत्तरप्रदेश, झारखंड, पश्चिम बंगाल, ओड़िशा के पंचायत प्रप्रतिनिधियों ने भी संबोधित किया. पंचायत अधिकार रैली को बिहार के सभी जिलों से आये मुखिया संघ के जिलाध्यक्षों, पदाधिकारियों सहित अन्य वक्ताओं ने संबोधित किया. रैली की अध्यक्षता प्रदेश अध्यक्ष प्रियदर्शिनी शाही ने की. रैली द्वारा यह संकल्प लिया गया कि मांगों के संदर्भ में बिहार सरकार अपनी स्थिति तत्काल स्पष्ट करे. पंचायत अधिकार रैली में पारित प्रस्ताव-- 1. महात्मा गांधी के ग्राम स्वराज, आचार्य विनोबा भावे के ग्राम-दान, लोकनायक जयप्रकाश नारायण के सामुदायिक समाज रचना, डॉ राम मनोहर लोहिया के चौखंभा राज, एमएन राय के विकेंद्रीकरण, बाबा साहब आंबेडकर के सामाजिक लोकतंत्र और मार्क्स के करम्यून की कल्पना के आलोक में स्वराज का अगला कदम के रूप में ग्रामसभा की स्वायत्तता तथा ग्राम कचहरी की मजबूती का संकल्प लेते हैं. 2. अपनी मांगों की पूर्ति हेतु सतत लोकतांत्रिक, शांतिमय एवं सत्याग्रही संघर्ष का संकल्प लेते हैं. 3. गांव की सत्ता गांव के हाथ तथा नगर की सत्ता नगर के हाथ ले जाने तथा स्वराज का अभियान जारी रहेगा. 4. गांव के विकास के बिना बिहार का विकास धोखा है. गांव के सभी कार्य गांव के हाथ, पूर्ण शिक्षित गांव, नशामुक्त व स्वावलंबी गांव हम चाहते हैं. 5. ग्रामसभा की सार्वभौमिकता, त्रिस्तरीय पंचायती राज की स्वायत्तता, गांव को भ्रष्टाचार से मुक्त कराने हेतु ग्रामपाल की नियुक्ति और गांव की आजादी का ऐलान करते हुए पंचायत आंदोलन को राष्ट्रव्यापी स्वरूप देने का एलान करते हैं. 6. हमारा किसी भी सरकार या दल से टकराव का इरादा नहीं है. आजादी के 67 सालों के बाद भी सत्ता आम आदमी और अंतिम आदमी के हाथ आने के बजाय केंद्रीकृत हुई है. इससे सुशासन का स्वाद नहीं मिलता है. सुशासन के साथ स्वराज का मेल ही विकेंद्रित लोकतंत्र को जमीनी आधार देगा, इस के लिए जरूरत पड़ी, तो ग्रामसभा-गांव की सरकार, प्रखंड सरकार, जिला सरकार राजनीतिक विकल्प देने का प्रयास करेगा तथा दलों की मनमानी को रोक कर देश की राजनीति में सार्थक हस्तक्षेप के लिए मंच विकसित करेगा. 7. सभी दलों से समान दूरी एवं समान नजदीकी स्वीकार करते हुए ग्रामसभा यह आदेश देती है कि-‘जो देगा पंचायती राज अधिकार, वह चलायेगा केंद्र-राज्य सरकार’. 8. बेलगाम अफसरशाही, भयादोहन एवं मान-सम्मान के विरुद्ध प्रलाप के मुखालफत तथा जनता की समस्याओं को लेकर जन-आंदोलन का संकल्प लेते हैं. 9. पंचायत आंदोलन जाति, संप्रदाय, लिंग के विभाजन को अस्वीकार करता है और इन्हें तोड़ कर संकीर्ण विचारों से मुक्त होकर संघर्ष और रचना का संकल्प लेता है. प्रस्तावित कार्यक्रम- सरकार हमारी मांगों पर ठोस फैसला ले. अगर ऐसा संभव नहीं हुआ तो हम विवश होकर गांव (पंचायत) बंदी करने तथा जेल भरो अभियान के लिए विवश होंगे. सरकार की सकारात्मक पहल- 30 सितंबर को हुई पंचायत अधिकार रैली में प्रदेश मुखिया महासंघ की 18 सूत्री मांगों पर सरकार की ओर से सकारात्मक पहल की उम्मीद जगी है. ग्रामसभा के सशक्तीकरण, बिहार पंचायती राज कानून 2006 में वर्णित 29 विभागों को पंचायतों को सौंपने, पंचायत सरकार भवन सहित ग्राम कचहरी में ढांचागत विकास, भ्रष्टाचार से मुक्ति के लिए ग्रामपाल की नियुक्ति, वित्तीय मुकदमों की समीक्षा, पंचायत कर्मियों का प्रशासनिक नियंत्रण मुखिया को सौंपने को लेकर सरकार की तरफ से सकारात्मक रुझान दिखा है. प्रदेश मुखिया संघ के मीडिया प्रभारी डॉ कामेश्वर गुप्ता तथा संरक्षक डॉ विजय कुमार ने तीन अक्तूबर, 2013 को प्रेस विज्ञप्ति जारी कर यह जानकारी दी. मुखिया महासंघ ने मुख्यमंत्री नीतीश कुमार और पंचायती राज मंत्री भीम सिंह के प्रति आभार व्यक्त किया है.
