Several people who were not able to attend executive committee Monday asked me what happened. I decided to write up a summary. All times are approximate, but pretty close. If Ive made any factual mistakes, Im sure Ill be informed swiftly. Call to order Invocation, Pledge 7:05 Chairman recognizes elected officials. County Council member Fred Payne announces that he would like to address the body later. 7:10 Chairman announced that the Third Vice Chair position was vacant. Justin Alexander requests a point of information. The Chairman confirms that the Third Vice Chairman is, by our rules, responsible for the precinct reorganization process. Officer Reports Begin 7:20 Ryan Rafalski moves that an election be held for the Third Vice Chair position. Chairman rules motion out of order, says it would have to come during new business. Chairman is asked if we would have new business tonight. He says of course, why wouldn’t we. It was expressed the committeeman just wanted to make sure we were going to have new business. The Chairman replies yes, I have no way to prevent us from considering new business. 7:30 Precinct Reorganization Presentation begins. 7:40 EC Laurie Lee states that she is a member of the precinct reorganization committee, that they have not met, that she has heard nothing about the reorganization plan, and that she hasn’t been informed of anything in the presentation 8:15 Josiah Magnuson moves that an election be held for the Third Vice Chair position. The Chairman again states that this would be under new business. 8:42 Justin Alexander begins seeking reorganization from the Chairman 8:50 The Chairman announces that we are almost out of time and that Fred Payne would be allowed to address the Committee. Justin Alexander moves for the regular orders of the day (that the agenda be followed). The motion is not addressed. Fred Payne addresses the Committee. 8:56 Fred Payne finishes speaking. Justin Alexander has been continually seeking to be recognized for almost 15 minutes. The Chairman continues to ignore his motion. Someone moves to adjourn. Justin Alexander calls for a point of order, as a motion to adjourn requires the floor, and the chairman has ignored one seeking the floor but recognized a motion from someone who did not have the floor. Multiple people remind the chairman that he said new business would be heard. The point of order is ignored. 8:58 Matt Thomas and the Vice Chair announce that the assembly no longer has a quorum. Justin Alexander questions this. 8:59 The Chairman holds a vote on adjournment. The body is divided. A standing vote is conducted. The Chairman announces the results are 30 – 20 something (was difficulty to hear) in favor of adjourning and declares the meeting adjourned. No old business or new business is ever considered. In contrast to the Vice Chair’s statement, the chairman’s announcement of 50 plus votes in the adjournment vote clearly shows that there was a quorum present.
