Shaykh Ibn Baaz (may Allaah have mercy on him) said: “Whoever has done the obligatory Hajj, it is better for him to donate the expense of his second Hajj to the mujaahideen who are striving for the sake of Allaah, because when the Prophet (peace and blessings of Allaah be upon him) was asked which deed is best, he said, ‘Belief in Allaah and His Messenger.’ He was asked, ‘Then what?’ He said, ‘Jihad for the sake of Allaah.’ He was asked, ‘Then what?’ He said, ‘An accepted Hajj.’ Narrated by al-Bukhaari, 26; Muslim, 83. So Hajj comes after jihad. What is meant here is the naafil Hajj, because the obligatory Hajj is one of the pillars of Islam, so long as one is able to do it. In al-Saheehayn it is narrated that the Prophet (peace and blessings of Allaah be upon him) said: ‘Whoever equips a warrior has taken part in the military campaign, and whoever takes care of his family (in his absence) has taken part in the military campaign.’ Undoubtedly the mujaahideen who are striving for the sake of Allaah are in the greatest need of material help, and spending on them is better than spending on a voluntary Hajj, because of the two hadeeth quoted above and others.” -- islamqa.info/en/36875
