Shedding some Light on the Common Agricultural Policy Costing a staggering 58 billion euro’s, the Common Agricultural Policy (CAP) is the main mechanism by which farmers are subsidised to produce low cost, quality food to the citizens of member states in the European Union. Yet the CAP is being reformed to better integrate commercial food production with ‘greening measures’ to safeguard the environment and combat climate change. Yesterday, BSc Land Management students were joined by policy expert Jim Egan from the Game and Wildlife Conservation Trust who helped explain what the new CAP reform will look like, and also what the implications for British farmers will be. A lively debate ensued which neatly paralleled political discussions in the European Commission where opposing views argue that either the CAP is the most important EU policy or those that feel that it is a scandalous waste of money! Jim was supportive of the CAP, explaining that if we didn’t have subsidy support under pillar one (direct payments) many small farms would no longer be profitable and food bills would rise.
