Shinichi thought to himself : The organisations officially established in various countries and territories operate independent of each other , conducting their activities in accord with local laws and customs . That autonomy needs to be respected to the greatest degree possible . On that basis , if there is also a strong desire to establish an umbrella organisation that supports a deeper study of Buddhism and the Gakkai spirit and provides guidance and advice , it would not be unreasonable to create an international body separate from the IBL .
