Should Lottery Prizes Be Awarded to People Who Vote? Los Angeles is considering awarding lottery prizes as an incentive to get people to vote in local elections. The citys Ethics Commission voted to recommended that the City Council consider a cash-prize drawing, with entries for people who show up to cast their ballot, an effort to raise recent turnout of less than 25 percent for city elections. No amount was specified, but the Los Angeles Times cited Ethics Commission President Nathan Hochman as saying a pilot program should be used first to see what amount would increase turnout, saying, Maybe its $25,000 maybe its $50,000. Although federal law bans payment for voting, Ethics Commissioner Jessica Levinson said that wouldnt apply to elections without federal races on the ballot. California laws bans payment for votes for a particular candidate or to stay away from the polls.
