Find the Missouri House of Rep contacts here: house.mo.gov/member.aspx • HB 2384 will require prior authorization for all non-generic pharmaceuticals for Medicaid-eligible individuals; except for those less than 19 years of age with a diagnosis of attention deficit disorders and/or autism spectrum disorders. • Prior authorization requires ALL brand name medication to be approved and deemed medically superior to a generic brand AFTER our health care provider has determined the medication prescribed is the most appropriate. • Prior authorizing all medicines in Schedules II – IV is a direct barrier to accessing any medicine in these schedules and can unnecessarily risk patient health. • HB 2384 will decrease (from six) to five per month the number of prescriptions allowed for Medicaid-eligible individuals over the age of eighteen (18) years, except for those residing in long-term care facilities, who shall be limited to eight prescriptions per month. Imposing these strict limitations on needed medication will adversely impact the health and well being of many Oklahomans. Many of our clients have multiple health issues that require daily medication therapy. Which health problem will they treat? Will they treat high blood pressure and diabetes and ignore the depression and heart disease? Or alternate treatment monthly? These are valid questions and there are no good answers if this legislation is passed. Many providers provide ADvantage Medicaid Case Management to disabled and/or elderly clients. Many of these clients will be unable to purchase medication that helps to stabilize their medical conditions and allow them to remain in their homes. Generic utilization in the Medicaid pharmacy program is greater than 85% - our health care providers seem to be prescribing brand name medication when medically necessary! The additional administrative costs to evaluate each situation will have to come out of the current budget. Our clients will be required to make multiple trips to their pharmacy IF their medication is approved. If it is not, they may have to make an additional appointment with their health care provider.
