COMMUNICATION is key to development in any country . Without effective communication development is not possible , howsoever physical or monetary resources may be pressed into . WHY ? Following examples will prove my point : Say a village is located 5 KM away from town . In between village and town there is partial road because a small Nala or stream or riverulet on the 5 KM road stretch has no bridge over it . Now , if the farmers of the village wish to keep buffaloes or cows for milk for selling in the neighboring town for living , will it be possible ? Absence of all weather road will prevent the farmer from investing in live stock . Particularly during rainy season , his milk will go waste . The same is true for other things like vegetables and fruits . NEXT . The town after processing and packaging the village produce , need to send the same to big cities . If there is no RAIL & ROAD connectivity to cities , the product will not move fast to destination . Net result is , there will be no impetus to increase productivity . NEXT . Strong MOBILE and TELEPHONE network is equally important to produce , handle , transport , process , pack and market the product . In the absence of any of the above communication means full value of the efforts put-in , can not be realised . WAY FORWARD. Building roads and rail lines does not need a very high end technology . It mostly involves manual labour by way of earthwork and small engineering construction work . But one will be surprised to know that it generates maximum employment as a measure of investment . With small investment , maximum employment . Beauty is that investment is also not sudden one time heavy payout . It is gradual investment over a period of time . SOLUTION . My suggestion in this regard is that 100 DAYS NREGA be changed to 365 DAYS and town connecting village roads be constructed on mass scale . No village be left unconnected to town and no town be left unconnected to nearest city . THIS WILL GENERATE MASSIVE EMPLOYMENT AND MIGRATION TO CITIES IN SEARCH FOR JOBS WILL STOP .
