Sitting in a Starbucks in Concord (Park & Shop) (yes, I ate at China Wall) and this guy comes in wearing a police officer type uniform, armed, but with a strange thing written on his jacket. Community Service. He asked a couple of homeless people in the Starbucks if they needed shelter or blankets. Grabbed some blankets from his truck and distributed them. Talked to the homeless people to see how they were. Then said goodbye and drove off. I dont know if this is some division of the police department or some county department.
