Situational Report No. 15 Zamboanga Recovery & Rehabilitation Efforts As of September 8, 2014 Social Welfare Sec. Dinky Soliman declared the end of humanitarian stage in Zamboanga but stressed that programs to ensure total recovery and rehabilitation of IDPs will continue. Sec. Catalina implemented under the Z3R project were turned over by the National Housing Authority (NHA), together with the City Government and other humanitarian partners to Martha Drive Homeowners Association Inc., August 30. 120 duplex housing units and 16 Home Materials Assistance (HOMA) will be turned over to members of the homeowners association in Paniran, Sta. Catalina on Sept. 9. The Mariki housing on stilts project will also break ground Sept. 9. Public Works Secretary Rogelio Singson visited the City August 15 to check on the status of projects being implemented under the Z3R plan. Singson urged all the implementing agencies to collaborate with each other to ensure timely implementation of the project. He disclosed that funding for housing and road packages are released on time. The Joaquin F. Enriquez Memorial Sports Complex in Baliwasan is set to be closed by December 15. The Grandstand Transitional Settlement Plan for the over 2,000 families in the area has been plotted out. The Buggoc, Kasanyangan transitory site opened Sept. 3 with the transfer of 37 Sama de Laut families from the Grandstand and Cawa-cawa Boulevard. The Department of Social Welfare and Development (DSWD) has committed to construct an additional 30 bunkhouses at the transitory site (TS) in Masepla, Mampang that can accommodate over 700 families more Sec. Soliman has given the go signal for the temporary return of IDPs housed at the Talon-talon Elementary School to Layag-layag with the condition that security should be strengthened before movement can take place. A series of camp dialogues dubbed “Kumustahan” was initiated by the City Government and its partners to raise awareness on the true sentiments of internally displaced persons (IDPs) and to ensure a regular engagement between the local government, project implementers, and those affected by last year’s siege. The series of dialogues engaged with the IDPs in the Grandstand and the transitory sites Tulungatung, Taluksangay, Mampang, Rio Hondo and PTSI. A 10-day Fun Art workshop for 300 kids from the siege-affected barangays was held Aug. 29-Sept. 6 with Zamboangueño renowned artist Rameer Tawasil and distinguished Portuguese artist Joaquim Franco as lead trainers. It aimed to develop the children’s artistic skills as well as to encourage them to build back self-confidence and to develop self-awareness in a more positive manner. It will be capped by an exhibit with the hope of raising funds for the children. The City Health Office (CHO) reported a total of 168 deaths in evacuation centers and transitory sites as of Sept. 3 In line with the ongoing nationwide Measles Rubella and Polio immunization, City Health personnel will make rounds to transitory camps to administer vaccines to children aged 0-5 years. First aid kits were distributed to different camps by the UNICEF and World Health Organization, as the ICRC distributed food and hygiene kits to pregnant and lactating women (PLWs) and infants to around 2,961. Continuous monitoring and disease surveillance at the different ECs. Additionally, prophylaxis for leptospirosis will be distributed at the Grandstand and the Masepla transitory site.
