Skip can be erased from city plan if found to have ‘irregularities’, Selangor exco says KUALA LUMPUR, July 13 — The Serdang-Kinrara-Putrajaya Expressway (Skip) can be removed from Selangor’s local city plan if found to have been illegally incorporated, a state executive councillor has said, amid growing concerns that the project was never part of key public hearings. State local government, research and development executive councillor (exco) Datuk Teng Chang Khim told The Malay Mail Online that an “amendment” to the local city plan was possible, but this would mean the Subang Jaya Municipal Council (MPSJ) and the Selangor Town and Country Planning Department (JPBD) would have to undergo the rigorous process of conducting fresh public briefings on Skip. “There is a way... we can amend the local city plan if the incorporation of Skip has irregularities. “But this would mean calling for a public briefing on the matter again,” he said. But Teng, who sits on Selangor’s state planning committee (SPC), which would have had to give its approval for the expressway to have made the local plan, said that he was not aware of any public briefings conducted in 2012 on Skip. “I am not aware of it, I am not sure, I will have to check and see,” said the DAP leader. A special select committee of Selangor lawmakers have already begun an investigation to see if the amendments to include the contentious highway project as part of the local city blueprint was done above board. Teng was one of the state executive councillors summoned by the select committee on Friday, which is headed by Deputy Speaker Nik Nazmi Nik Ahmad. This latest development follows growing concerns and documented proof that the highway was never part of key public hearings in 2012, in which all proposed amendments by the MPSJ were presented to residents for feedback. Because they cut through swathes of land, highways cannot be constructed without amending the local authority’s existing plans for the areas within its jurisdiction. Bukit Gasing assemblyman Rishyakaran, who was a councillor on the Subang Jaya local authority before the 2013 general election, said the highway was not mentioned or presented to residents at public hearings in February 2012 which heard all the proposed changes to Selangor’s local city plans. “To the best of my knowledge, it was not part of the amendments presented during the public display in 2012,” the DAP leader told The Malay Mail Online earlier this month. Rishyakaran said he had attended public hearings on all the proposed changes at the time. The 17.5km expressway which will join up with another controversial project, the Kinrara-Damansara Expressway (Kidex), has already been incorporated into Majlis Perbandaran Subang Jaya’s local city plan.
