At that time the following people were on council and signed her expulsion resolution; Shelly Burch - Chair. Robert De Los Angeles-Vice chair. Jake Repin - Treasure. Sunny Clear - council. Rhona Neufanf - council. Lois Dorman - council. Alisa Burley - Tribal Secretary. Melynda Davis - Dep Secretary. Steven De Los Angeles - council. So yes the same council as we have now, was the council that was in place and with the oversight responsibility on the contract extension of Lightstone and Mr. Papazian on January 1st, 2013. The only difference is that Shelly Burch was the chair at the time. It is the council that has the authority, not the chairpersons in tribal government. So the council legally bears the responsibility of the actions of their body including what the chair does on her own usurping the authority of the council. As Mr. Papazians lawsuit claims, the defendants began the process of destroying the longstanding relationship with the SGC as a regulatory body for the casino After his contract extension was granted on Jan 1st, 2013, and seems to have effectively gutted the entire SGC thereby losing all federally mandated independent oversight, per the tribal-state gaming compact.
