Makes me wonder, though, if a Prosecuting Attorney was vetting the process, and obviously they did because Section 7.2 A correctly specifies that the charter cannot be amended or repealed by initiative petition, how did Section 9.5 get through the legal filters? Section 9.5 says any bozo can propose a charter amendment and the auditor has to register a petition. If the petition is successful and the voters say so the charter gets amended. No? Actually, no! The Washington State Supreme Court says, NO! The 1971 case, Ford v. Logan, law.justia/cases/washington/supreme-court/1971/41722-1.html, says the people can’t change “organic laws” like charters and constitutions. Why then did Greg Kimsey say we could change the charter by initiative petition? Did Greg misspeak? Did the CharterYes folks misspeak? Did the Greater Vancouver Area Chamber of Commerce misspeak?
