Excel!!! --------------------------- Busia- Ugandans have exalted the 9th Parliament for outstanding performance in the last three and half years of its tenure. In a 40-page report titled “A Midterm Citizen Assessment of the Ninth Parliament: Is the Ninth Parliament Delivering to the Citizen’s Expectation?” Ugandans credited Parliament for investigating and exposing corruption where other government agencies failed. The report was compiled by Uganda Governance Monitoring Platform (UGMP) and published by the Uganda National NGO Forum. It is a compilation of findings from a three-month survey carried out in 35 districts across seven regions including Teso, Bukedi, Bugisu, West Nile, Ankole, Buganda and Busoga where various parliamentary documents were examined for performance appraisals. According to the survey, 2,450 respondents comprising of men, women, youths, civil society actors and civil servants were interviewed in the survey. About 1,400 respondents were picked from local governments, special interest groups, business communities and religious originations. Participants were subjected to panel discussions, questionnaires and interviews with questions centering on three functions of parliament namely oversight, legislation and representation. The report also indicates that despite some challenges, different parliamentary committees played a big role in investigating the Executive where several ministers and government officials failed to take due diligence in their work and decision making processes to protect public interest. However, some of the respondents in the assessment exercise were unhappy that the process of investigating cases has been slow and Parliament lacks the capacity to ensure investigated culprits are punished. The respondents ranked the Speaker Ms Rebecca Kadaga as excellent in time management. However, they criticised her deputy Mr Jacob Oulanyah for presiding over and passing laws without quorum.
