So if the Bill of Rights was passed two years after the Constitution, as Amendments, then statutes written to enact the other parts of the Constitution have to also meet muster of the Amendments, which modify (amend) the meeting of the original, where conflict occurs, right? Im having trouble seeing how the Copyright Acts meet 1st Amendment muster, given the prohibition on enacting law that limits speech or expression, where any penalties exist for engaging in certain types of expression (lets just pick sampling for the sake of argument). Defeat.
