Because it is privately owned, people cannot use or drink water even if it flows through their own property. With our present government, privatising the water supply here is a possibility because it fits their agenda of handing over utilities into private ownership - and with the same result as Chile: the rich will get richer while the rest of us pay up or, in this case, die of thirst.
