So, the city of Savannah council is looking to enact an ordinance that will fine grocery stores for their shopping carts appearing all over the city. This has to be one of the most unfair, unjust ordinances. Anyone that has taken a ride through the public housing areas such as yamacraw, fellwood, fred wessel, kayton home, frazier homes, ect... you see shopping carts because the residents take them from the stores. So basically the city is punishing stores for being victims of theft, what sense does that make?
