Background Information: About the MIDA-Sweden position: Policy and Legal Drafting Department (PLDD) is the Department in Ministry of Justice and Constitutional Affairs (MOJCA) responsible to prepare the legislative policy, draft and review government legislations. In particular, the Department is responsible to review and screen draft legislation developed by the MOJCA and other ministries before submission for compliance with legislative principles and best practices, including constitutionality, international human rights standards, harmonization, and Nomo technical rules. The unit also provides legal drafting training and guidance to other entities involved in law making in the country. The Ministry of Justice and Constitutional Affairs wishes to recruit senior legal drafter to advise and assist the MOJCA and other justice institutions, facilitate, coordinate, draft and monitor the development of legislative policy for the justice sector and other relevant ministries. The selected candidate will be required to balance direct support with transfer of skills and knowledge to the staff of the MOJ. Capacity-development is a key component of this assignment and it will be taken in high consideration in evaluating the achievement of the outcomes of the assignment. In all matters related to the assignment, the diaspora expert will report to the designed institutional focal point and the IOM/MIDA program officers in Mogadishu and Nairobi.
