Some might think the anti-water charge movement has been dealt a few blows lately with the passing and signing off of the Water Bill. Far from it. It was always going to get through. The Govt has a majority in the Dáil, and with Enda Kennys cherry picked Endapendents in the Seanad, its passing was guaranteed, so it shouldnt be regarded as a setback at all.. a setback is only when something happens that you werent expecting. Nothing has changed. The anti-water charge movement is still as strong as ever, and the attitude to non-payment has in fact hardened. Ultimately, failing a General Election, mass non-payment will sound the death knell for Irish Water and the water charges. Its exactly the way it happened back in 1996 with the successful mass non-payment campaign. It all comes down to simple economics. Irish Water must make a minimum of 51% of income from water charges to survive. This is where WE decide what happens.. not the Dáil, not the Seanad and not the President.. this is where OUR real power kicks in.. and bar marching us all to the Post Office to force us to pay, the Govt and Irish Water are helpless to make us pay ! The first bills are due in April. Any penalties for non-payment wont kick in for at least a year after.. thats April 2016.. AFTER the General Election.. so this Govt wont even be around to enforce any such penalties, and no other party would dare to threaten to carry them out or to continue water charges. Either way when it all comes down to it, the Govt are in a corner they cant get out of, and havent enough time to get out of before the next election. The Water Bill is pure lip service and propoganda for the benefit of the Troika, nothing more. It is a toothless tiger as far as water charges are concerned because of the limited timeframe the Govt has left in office. It is down to us to remain calm, focussed, determined and together as we have done all through this campaign, and keep up the united commitment to a refusal to sign up to Irish Water, to boycott them completely and to refuse to pay a single cent in water charges. Its in our hands and theres nothing the Govt can do about it.
