Someone posted this picture on SCACC and asked questions about this driver walking/driving his dog tied to his car. SCACC never answered the question whether this is illegal. All it takes is this dog to trip and fall. The driver doesnt see the dog has fallen and you have a dog being dragged to death or severely injured. I have posted on the original picture on Sonoma County Animal Care and Control asking them to answer if this is illegal and what ordinance would it fall under. My opinion, its some form of neglect...But then again we do live in a County were only 7 cases were successfully convicted since 1992 that was animal related. The last conviction was Boomer in Petaluma, at least Petaluma Animal Services cared. ~VB
