Something has failed in this man and failed badly. I suspect that failure chain goes back at least a couple of generations - if not further. However, as there are already too many other individuals who share similar - if not worse - failures in their upbringing but who CHOOSE not to fail this badly themselves, the actions of this man are therefore his OWN actions and he bears the FULL responsibility for his CHOICES. I hope the consequences for his actions are as HARSH as the law allows. If a person is willing to do this to an otherwise helpless animal - then there is far greater risk from that man when it comes to other human beings.
