Sometime in 1999, Nigeria Customs Service needed a new Comptroller-General. There were so many contenders, but I will mention three here: 1. Chief Olusegun Ogunjimi, Yoruba - Qualification: More than 25 years’ experience on the job; a degree in Law, Masters in Law Enforcement, and a PhD in International Politics. 2. Dayo Ogungbemile, Yoruba - Qualification: More than 20 years’ experience and a Law degree. 3. Ahmed Aliyu Mustapha, Hausa/Fulani – Qualification: Son of the Lamido of Adamawa, cousin to Vice President Atiku (by marriage), Diploma (by correspondence) in Marketing. More than 20 years’ experience. Guess who got the job? Number 3 Did. And we expect development? It is worthy to note that Nos 1 and 2 were substantive comptroller at a time No. 3 was just a Deputy Comptroller. No. 3 was given a double promotion in 1993 from DC to ACG.
