It is unclear whether House GOP leaders have the votes to pass their own bill. Mo Brooks, R-Ala., already said he couldnt support it, complaining that Obama has turned the U.S. into the worlds sugar daddy. There are only five legislative days remaining before the break. Homeland Security Secretary Jeh Johnson has warned lawmakers that critical federal agencies dealing with the crisis, including Immigration and Customs Enforcement, will begin to run out of money by mid-August.
