Soooo....a week, 3 phone calls and a second service ticket later, I finally got a call back from the actual phone technician whos looked at my problem. Apparently, the cables in our neighborhood are all ancient and due for a big upgrade (translate expensive and they will get to it eventually...). In the meantime, my house line has been fixed three times and I still cant receive calls. He promised that they would actually get it repaired in the next two days.
